You believe the water saves instead of Jesus.

Answer:

That is like saying one believes prayer saves instead of Jesus. Peter makes it clear that baptism is an appeal of a good conscience. The water does not save, is not special, unique or holy. It is what is done by God in that water that is special. God chooses the means and act of baptism to forgive or wash away sin (Acts 22:16). It isn't the water saving, but the Lord!
